The Knights of Columbus are conducting a Queen of Hearts raffle this season and the pool amount is over $26,520.00, one half the pool amount goes to the winner. You can join the excitement by entering for $5.00 per ticket or $20.00 for 5 tickets. Tickets are available at the Parish Center on Thursdays from 5:00 PM to 8:00 PM. RULES OF THE GAME
The raffle board has a poker deck of 54 cards (including 2 Jokers) placed face down, sealed and numbered randomly and placed in a row. The raffle board will be displayed and sealed in the San Marco Parish Center with the Queen of Hearts as the “Jackpot Card”.
Raffle Ticket and Stub
Players (must be 18 years or older) may receive raffle tickets each week for a suggested minimum donation of $5 per ticket or 5 tickets for $20 (cash only). The raffle ticket has two sections: ticket and stub. On the raffle stub the player will legibly write their name (no nicknames or abbreviations), telephone number and a number between 1 and 54 and place the stub in the Queen of Hearts drum. There can be only one name on a stub. The player keeps the ticket. The winner must present the raffle ticket to claim their prize if they are the winner. The KofC reserves the right to limit the number of tickets held by an individual at any one drawing.
Tickets are available in the San Marco Parish Center up to 30 minutes before the time of the next drawing. Tickets will be available at the Knights of Columbus bingo, fish frys, spaghetti dinners and other Knights of Columbus events.
One raffle stub gets pulled from the raffle drum at approximately 9:15PM in the San Marco Parish Center after bingo is held by the San Marco Knights of Columbus. If your stub is drawn and it is NOT the Queen of Hearts, you will win $100. You do not need to be present to win the prize, but the prize must be claimed within 14 days after the drawing. If the prize is not claimed within the 14 days, the $100 will be included in the next scheduled jackpot. No individual is allowed to collect the $100 award for another individual.
If the Queen of Hearts card is behind the corresponding number on the raffle stub, the raffle ticket holder is the winner. The winner does not need to be present for the drawing, but the prize must be claimed within 30 days after the drawing. If the prize is not claimed within the 30 days, the prize will be included in the next scheduled jackpot.
If the card is not the Queen of Hearts, the game rolls over to the following drawing. After each drawing, all stubs for that week’s drawing will be destroyed.
If your name or telephone number is illegible, your stub will be thrown away and a new stub will be drawn from the drum. If a person does not write a number on their stub, the committee will open the first available number on the board. If a stub is pulled and it has a number that has already been taken, the committee will open the first available number on the board.
The prize pool will begin with $1,000 from the Knights of Columbus treasury. The total prize pool will continue to accumulate weekly (after the initial $1,000 is recouped) until the Queen of Hearts is drawn. The jackpot amount, based on ticket sales, will be updated prior to each drawing.
Once a card is selected, it will be removed from play.
When the Queen of Hearts is picked, 50% of the Net Proceeds will go to the winner. The remaining 50% of the Net Proceeds will benefit the Knights of Columbus charities. ‘Net Proceeds” means the gross receipts from the handling of the raffle, less reasonable operating expenses incurred by the Knights of Columbus as a result of running the raffle.
Winning players are responsible for any and all taxes. A W2-G (1099) will be issued for prizes over $600. NO prize over $600 will be paid until the W2-G information is completely filled out. If a player is unwilling or unable to provide W2-G information, the prize will revert to the Knights of Columbus.

Official Rules and Regulations for the Knights of Columbus Queen of Hearts Raffle

RULES AND REGULATIONS QUEEN OF HEARTS RAFFLE: (“Raffle”) is being conducted by San Marco Knights of Columbus Council #6344 (KofC), a not-for-profit organization. All proceeds raised by the Raffle will benefit KofC charities. The Raffle Official Rules and Regulations (the “Official Rules”) are set forth below. KofC shall be solely responsible for interpreting and applying the Official Rules. KofC’s interpretation and application of such rules shall be final. KofC reserves the right to amend these Official Rules upon seven (7) days’ notice provided pursuant to an update provided on KofC’s website.
ELIGIBILITY: Any individual who is 18 years of age or older at the time the Ticket is received is eligible to enter the Raffle. KofC Queen of Hearts committee members, their respective spouses and children living in the same household are excluded from participating in the Raffle and are ineligible to win a prize. All federal, state, and local laws and regulations apply.
RAFFLE BOARD: Required to utilize the Queen of Hearts manufactured raffle board. The board has been developed specifically for this Raffle. The board has a poker deck of 54 face down sealed numbered cards, which includes 2 Jokers. Under the sealed number cards is a randomly placed queen of hearts card.
PRIZE: Queen of Hearts is a progressive raffle. When the queen of hearts is picked 50% of the net proceeds will go to (1) winner. “Net Proceeds” means the gross receipts from the conduct of such Raffle, less the reasonable operating expenses incurred by KofC as a result of operating the Raffle. The maximum Raffle pot will be ____________ with $________________ awarded to the winner, subject to the ____________________. Total prize updates will be updated and displayed on KofC’s website.
DONATION: Tickets will be a minimum suggested donation of $5.00 per ticket or 5 tickets for $20. Cash will be the only form of payment accepted.
HOW TO ENTER: Raffle ticket volunteers must be 21 years or older. Raffle tickets may be obtained by eligible persons (must be 18 years or older) at KofC bingo, fish frys, spaghetti dinners and other KofC events when available. KofC reserves the right to change and/or add volunteers and reserve the right to change the place, location and venue(s) of ticket availability. All distributions of tickets at San Marco Parish Hall will end promptly at 8:45 pm on the night of the scheduled drawing. Cash will be the only accepted form of donation. Entries which have been or appear to be tampered with are void. All contact information shall be legible on the ticket including full name (no nicknames) and phone number. If the queen of hearts is not picked, ticket availability for the next week Raffle will begin at the next KofC event. Only one (1) eligible person may be entered in the Raffle per Ticket. If the name of more than one (1) person is provided on a Ticket entry form and that Ticket is selected as a winning ticket, then the person named first will be deemed as the holder of record of that Ticket and declared the winner. The division of any prize among a group of persons holding a Ticket in common shall be the sole responsibility of the person named as the holder of record of that Ticket should that Ticket be selected as a winner. KofC is not responsible for resolving any disputes that may arise from different individuals listed on a winning Ticket. Neither KofC nor its officers, members, or other representatives assumes any responsibility or liability for lost, late, misdirected, mutilated, incomplete, illegible or undelivered entries, or any other failure to receive entries, or any failure to deliver a receipt of purchase prior to the drawing deadlines.
RAFFLE DRAWINGS: Will be conducted at 9:15 pm EST in the San Marco Parish Hall after bingo is held by the KofC by a representative of KofC. One Ticket will be selected in a random drawing (the Drawing”) from all the Tickets distributed that week. If the contact information is illegible a new Ticket will be selected. The number on the Ticket will determine which of the 54 cards on the board is opened. If no number is written on the Ticket the lowest available number on the board will be chosen. If the number on the Ticket has already been picked, the lowest available number on the board will be opened. If the queen of hearts is not selected, the game will roll over to the next week bingo is held by the KofC and that card will remain face up and unavailable for future selection. The progressive raffle can last up to 54 weeks. Each week, all other Tickets not selected will be destroyed. Entrants need not be present to win. Winners will be selected at random. All orders for Tickets must be received by the indicated deadline to be eligible for the applicable drawing. In the event the drawing cannot be conducted at the date, time, or location advertised by KofC for any reason, or if a prize cannot be awarded for any reason, representatives of KofC shall set a new date and location for a subsequent drawing.
NOTIFICATION OF WINNERS: KofC will have the sole discretion to determine whether an owner of an Entry selected at the Drawing (the “Potential Winner”) is an Eligible Entrant and otherwise eligible to be the winner of the Prize in accordance with these Official Rules (the “Official Winner”). As a condition of its right to collect a Prize and become an Official Winner, any Potential Winner must deliver to KofC: the winning Raffle Ticket in accordance with these Official Rules and all applicable laws. Winners will be notified according to the contact information provided to KofC. If a selected winner is unable to be contacted or located after reasonable attempts by KofC, or if the Prize cannot be awarded for any other reason, representatives of KofC shall conduct another drawing and select another Ticket in order to identify a Potential Winner. In order to collect a prize, a winner must sign and deliver to KofC: (a) such written information as is required by any applicable tax laws, including, without limitation, Social Security Number; (b) proof of identity in forms satisfactory to KofC showing that the person claiming the prize is the same person who is named on the winning Ticket. Winners may be required to submit a W-2G, Form 5754 (provided by KofC) for tax withholding purposes and may be required to pay withholding tax in an amount required by IRS regulations.
TAXES: There may be federal, state and/or local tax consequences of winning a prize in the Raffle. Any and all taxes are the sole responsibility of the winner. Holders of Tickets are advised to consult their own tax advisors with respect to tax liabilities that may arise from winning a prize in the Raffle. If the prize is more than $5,000, Winners are required to submit a W-2G, Form 5754 (provided by KofC) for tax withholding purposes and may be required to pay withholding tax in an amount required by IRS regulations.
The IRS requires a withholding of 28% of the winnings less the amount of the wager. Winnings will not be distributed until the W-2G has been completed and signed. If a player is unwilling or unable to provide any of the listed items, the prize money will revert to the KofC. This may take up to two weeks.
In order to donate the prize, the winner must first take ownership of the prize, which means the appropriate W-2G must be issued and withholding taken (if applicable) prior to the donation being made and acknowledged.
TERMS AND CONDITIONS: The Raffle is subject to these Official Rules. These Official Rules cannot be changed by any oral statement made by any employee, consultant or agent acting on behalf of KofC. By entering the Raffle, entrants accept and agree: (1) to be bound by these Official Rules and the decisions of KofC which shall be final and binding; (2) waive any right to claim ambiguity in the Raffle or these Official Rules; (3) that KofC may use the entrant’s name, photograph, likeness, statements, or voice for promotional or advertising purposes in connection with the Raffle in all forms of media, now or hereafter known, in perpetuity, without review, permission or further compensation, except where prohibited by law; (4) that KofC reserves the right to change the place, location and venue of raffle drawings with Notice as described (Supra) herein.
CANCELLATION/TERMINATION OF RAFFLE: By holding a Ticket and choosing to participate in the Raffle, each Raffle participant acknowledges and agrees that KofC has the right, in its sole discretion, to elect not to proceed with the Raffle for any reason whatsoever or for no reason. In such an event KofC will conduct one final drawing in which Tickets will be drawn until the Queen of Hearts location is determined on the board.
THE QUEEN OF HEART’S COMMITTEE RESERVES THE RIGHT TO AMEND THESE RULES AS NEEDED PRIOR TO ANY WEEK’S DRAWING.
